CIRCLE – Vision and Future Perspective
The vision and future perspective of CIRCLE is to support the creation of a European Research Area (ERA) for research on climate change.
This will be achieved by the involvement of the most important national research programmes and their commitment towards joint transnational activities.
To achieve this, CIRCLE aims at a stepwise approach, which can be summarised as follows:
By the end of CIRCLE CA
All or almost all pertinent national research programmes of the European Union and its associated states are integrated in CIRCLE. Additional new member states have initiated pertinent programmes which are integrated into CIRCLE as well.
A bunch of projects from CIRCLE joint calls/topical work programmes is on the way and thus CIRCLE became a powerful means for systematic European Climate Impact Assessment and Adaptation related research coordination, which encompasses different kinds of topical cross-boarder research programmes interacting in a complementary way with the 7th EU framework programme and providing substantial topical inputs also to globally acting initiatives such as the IPCC and the UNFCCC related to Climate Change Impact Assessment and Adaptation regimes.
Mid-Term Perspective (2009/2010)
Owing to the obvious mutual benefits, the CIRCLE partners decide to continue the coordination work and install a permanent platform for the continuation of the coordination such as a joint secretariat.
Many of the CIRCLE partners decide to deepen the already accomplished integration by the means of an ERA-Net plus within the Seventh Framework Programme, if possible to couple national research budgets with European Community co-financing.
Long-Term Perspective (from 2013 onwards)
CIRCLE is recognised as the European platform for Climate Change Impact and Adaptation research coordination and becomes the nucleus of a topical Article 169 measure.
At this time, the pertinent national research funds are both well coordinated among each other and, likewise, part of an overall European scheme that links them in a complementary way to the funds of the 8th and 9th EU framework programme to achieve most efficient and highest output oriented policy support by research.
