CIRCLE MED webpage launched
CIRCLE-MED is a geographical group in the frame of CIRCLE ERA-Net. It addresses issues of common interest to the Mediterranean countries. It aims at creating a Mediterranean research community network through collaborative research projects on Climate Change Impact Research, with the objective to bring the results of this research to policy and decision-makers. The first CIRCLE-MED pilot joint call is dedicated to integrated coastal zone management and water management. (see Call Text). Eight projects were selected for a total budget of 1,65 M€ and associating research bodies from France, Italy, Portugal, Spain, Israel, Morocco, Tunisia, Croatia, and Albania.

CIRCLE MED kick-off meeting
The CIRCLE MED kick-off has successfully be carried out in Rome from November 13 – 14 2008. The purpose of the CIRCLE MED kick-off meeting was to have a first presentation of the 8 funded projects within the CIRCLE project.

Topic of the call
This 1st CIRCLE pilot joint call is to establish transnational collaborative research projects on a specific area within Climate Change Impact in the Mediterranean region:
“Integrated Coastal Zones and Water Management”.
Deadline for applications
This pilot common call is being published by the below-mentioned funding institutions between 11 July and 12 October 2007 in their respective countries. Applications received after 12 October, 17h00 Brussels time, will be excluded from the evaluation process.
Funders
The following partner institutions from the CIRCLE consortium intend to finance the research projects initiated by this call:
- Foundation for Science and Technology (FCT), Portugal
- Italian Ministry for Environment, Land and Sea (IMELS), Italy
- Ministry of the Environment (IME), Israel
- Regional Ministry of Innovation and Industry of the Galician Government trough the Directorate General for Research, Development and Innovation (XUNTA), Spain
- Ministry of Ecology, Development and Sustainable planning (MEDAD), France
Funding is granted according to countries. This means that each participating country funds its own national research institutions collaborating in the joint research projects according to national funding rules. They can on occasion, pay for other countries’ researchers, for instance by means of subcontracts of national laboratories. Restrictions apply for Italy for national funding of a trans-national project. No funding for other countries possible for Israel.
How to prepare a proposal
Each project must include participants from a minimum of two and an unrestricted maximum number of partner countries, and must in addition include at least one participant from a Mediterranean country outside the partner (contributing) group.
Others may also participate but must be independently financed. Participants must be eligible to participate in the normal funders' RTD programmes in the call partner countries, making use of the funders usual eligibility criteria.
In the view of available budget, we recommend that projects should not exceed 200.000 EUR and shall be no more than 24 months.
How to apply
The call will employ a single stage application. Submission requires the applicant to complete a proposal in English. A framework paper, presenting detailed information about the requirements for participants in this call should be downloaded before submitting an application.
A proposal has two parts:
SECTION 1 (Common Application Form) which presents the projects and its overall budget;
SECTION 2 (National Application Forms): to be filled by participants applying for funding. This section is specific to Contributing Countries as it introduces instructions related to their own regulations for funding research. Please consult your national call text for further details.

Call Steering Committee
CIRCLE-MED has a Call Steering Committee (CSC), which will manage the co-ordinated call, and a call secretariat which will provide administrative support to the call. The objective of the evaluation process is to select and fund those transnational research proposals which meet the needs of both CIRCLE as a funding consortium, and the research funders as individual organisations. Proposals will thus be evaluated for scientific quality, policy relevance and priority to the research funders.
