Topic: Climate change impacts (natural and anthropogenic factors) and response options in mountainous areas

This is a Mountain pilot call under the CIRCLE ERA-NET. The funding organisations of the call are: the Federal Ministry of Science and Research, Austria, the Ministry of Ecology, Energy, Sustainable Development and Sea, France, the Mariolopoulos-Kanaginis Foundation of Environmental Sciences, Greece, the Ministry of Environment and Water, Hungary, the Ministry of Science and Innovation, Spain, The Scientific and Technological Research Council of Turkey and The Swedish Research Council for Environment, Agricultural Sciences and Spatial Planning.

The aim of this call is to increase knowledge of options, premises and barriers for climate change impacts and adaptation including the relationship between adaptation and mitigation in mountainous areas. Special emphasis should be laid on the involvement of decision makers / developers and relevant stakeholders.

The theme for project proposals is climate change impacts (natural and anthropogenic factors) and response options in mountainous areas including effects on /inter alia/, water resources, infrastructure, slope stability, agriculture, tourism, public health and biodiversity.

Additional value derived from cooperation of research/ research teams in diverse mountainous areas should be clearly addressed and will be one of the evaluation criteria.

The funders have made funding pledges of up to 2.12 Million EURO.

Funding rates and Eligibility

Each funding organisation will rely upon its usual rules to determine the funding rate, eligibility of different types of costs, and eligibility of different types of organisation.

The implication of this approach is that different researchers in a transnational consortium will be funded under different rules, and there will be different requirements in terms of eligibility of costs, funding rates and requirements to bring third party funding to the project. The French funder has the possibility to fund researchers from other countries then France, if the consortium is led by a French partner (Clarifications can be obtained from the French National Contact Person).

However, each researcher will be operating within a rule-set, which is `normal´ for their country. Clarifications on national rules can be obtained by the National Contact Persons listed at the end of this page.

There is no strict upper limit for a project, but in the view of available budget, we recommend that projects should not exceed € 300.000.

Formal requirements

Within the framework of this call, funding will be provided for transnational, interdisciplinary joint projects based on a division of labour. Each project will consist of several work packages.

Each project must include partners from a minimum of three different countries. At least two partners (including the Lead Partner) must be from the funding countries of this call. Others may also participate as partners, but must be independently financed.

However, applicants should take into account that building and management of large consortia with more than five partners might be too time-consuming under the given framework conditions.

All applicants accept the rules and agreements made within the framework of this call. The co-applicants designate a Project Leader among them. He/She must represent the project to the Call Steering Committee (CSC).  

Decision making procedure

CIRCLE Mountain will appoint a Call Steering Committee (CSC), consisting of representatives from each of the funding organisations. The CSC will manage the call and give a recommendation for funding to the national funding organisations. Proposals will be evaluated by peer reviewers, which submit its evaluation to the CSC.

The evaluation criteria are:

  • thematic relevance with regard to the focus and criteria of this call,
  • scientific excellence of the project (e.g. objectives, methodology),
  • scientific excellence and qualification of the consortium (lead and partners),
  • policy/stakeholder relevance and stakeholder involvement,
  • quality of the consortium management,
  • added value for the proposed research area,
  • innovation (science/methodology, technology transfer and dissemination),
  • inter- and trans-disciplinarity,
  • prospects for success with regard to the work and financial plan including time schedule,
  • expected exploitation of results and potential for practical use,
  • trans-national linkage and benefit of cooperation (e.g. diverse mountain ranges).

The objective of the evaluation process is to select trans-national research proposals, which meet the needs of both CIRCLE and the national funding organisations. The final decision on funding will be made in the national funding organisations.

The call will be open between September 22 2009 and January 29 2010, 5 pm CET. Applications received after this deadline will be excluded from the evaluation process. The projects of the consortium should be ready to begin on August 1 2010.

The call will have a single stage application procedure. One joint application should be submitted by the project leader on behalf of the whole consortium. Submission requires the consortium to complete a Common Application Form with a project description of maximum 30 pages and the Annex (see Common Application Form) in pdf format.
