CIRCLE Final and Outlook Conference: Vienna 9-10 Septmber 2009

    

The CIRCLE ERA-Net Final and Outlook Conference highlighted the outcomes and achievements of CIRCLE CA project (day 1) and gave an outlook on the possible future directions of CIRCLE. The main focus of day 2 was the second generation ERA-Net CIR(²)CLE.

The first day started with an introduction on the European Research Area (ERA) in the field of Climate Change Impacts, Adaptation and Vulnerability (CCIAV).

The following Questions were addresses:

Why is there an (urgent) need for climate change adaptation research?
How to develop and structure the right mechanisms to support adaptation?
What has been CIRCLE ERA-NET contribution so far?

Climate Change Adaptation: Acting on adaptation under conditions of uncertainty (Filipe Duarte Santos, FFCUL/Portugal)
European Reserach Area (ERA): Role and relevance of the ERA-Net Scheme (Ivan Conesa-Alcolea, DG RTD/EC)
CIRCLE ERA-Net (2005-2009): Main achievements and impacts (Martin König, UBA-A/Austria)

The afternoon was dedicated to the 11 funded projects in the CIRCLE MED and CIRCLE NORDIC call.

Transnational cooperation on CCIAV research on the Meditteranean area: preliminary results from the CIRCLE-MED topic group (Daniel Martin, MEEDDM/France)
Transnational cooperation on CCIAV research on the Nordic area: Results from the CIRCLE-NORDIC topic group (Marianne Lillieskold, SEPA/Sweden)
Recent EC research in the field of climate change vulnerability, impacts and adaptation (Lars Müller, DG RTD/EC)

The Panel Discussion 1 started with a teaser presentation by Martin Parry

CCIAV Research: Questions, needs and relevance to the development of a European Adaptation policy (Martin Parry, Centre for Environmental Policy/UK)

The following Questions framed the discussion:
What are the most pressing CCIAV research and knowledge needs?
How and to whom communicate CCIAV research? Who are the users?
CCIAV research: Why go transnational?

The second day started with the question, why Adaptation to Climate Change is in the spotlight and gave an overview on the current (climate and research policy) background of a second generation ERA-Net on CCIAV research.

European territorial cooperation programmes: The Alpine Space as an Example of transnational cooperation (Lorraine Brindel, Alpine Space ETC Programme)

National Frameworks on the CC Science-Policy Interface: Questions and needs to support the climate policy-making (Gregor Laumann, DLR/Germany)

The next session was focussing on the question, How to set the scene for Adaptation – Adaptation processes across different scales.

Europe`s White Paper on Adaptation to Climate Change: objectives, strategy and timeframe (Jacques Delsalle, DG ENV/EC)

How can CIR²CLE interact with the adaptation processes across different scales? (Sergio Castellari, CMCC/Italy)

The EEA and EIONET: Putting the focus on cooperation for Climate change adaptation (André Jol, EEA/EIONET)

The EPA Network interest group on CC and adaption: activities and relevance to the research agenda (Jelle van Minnen, EPA Network/ETC-ACC)

The afternoon was focussing on the future of the European climate adaptation agenda and what support CIR²CLE can provide.

CIR²CLE ERA-NET (2010-2013): An outlook into the future of Europe`s ERA on CCIAV research coordination (Tiago Caperla Lourenco, FFCUL/Portugal)

CIR²CLE research agenda: How to cooperate and identify policy relevant CCIAV science (Markus Leitner, UBA-A/Austria)

Knowledge development and exchange components across Europe: Sharing CCIAV knowledge (Rob Swart, ALTERRA/The Netherlands)

The final Panel on day 2 integrated previous discussions and highlighted the supportive role of CIR²CLE in the future.

The following questions were discussed:

Frameworks for adaptation in Europe: What are the goals, objectives and needed actions?
Active research cooperation for action: Who poses the question and what are the needs?
What is the right  scale to address and organise adaptation?
